The Council of Applebee's

So I heard that there's a doctrine among fellow Christians like myself where instead of giving tips to waiters/waitresses, we give out quotes from the Bible. Is this something that was convene by fellow Christian leaders? Something like the Council of Nicaea except involving more food and drinks? I can't wait to try it out when I visit a restaurant next time :D
