When we're talking about these offices, it is anachronistic to make firm distinctions between them. "Elder," "bishop/overseer," "shepherd/pastor" ... the early church wasn't making the clear distinctions between these terms. Consider how bible writers sometimes use the terms as synonyms:

For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee: If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly. For a bishop must be blameless, as the steward of God; not selfwilled, not soon angry, not given to wine, no striker, not given to filthy lucre... [Titus 1:5-7]

And from Miletus he sent to Ephesus, and called the elders of the church... Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made you overseers, to feed the church of God, which he hath purchased with his own blood. [Acts 20:17,28]
A preacher is one who teach, preach according to God's word. such a one must be commited to the master work. Why do we have to join the world and do what they do. What is our testimony? what are we preaching if we are doers of the same thing we command. I personally do not think we have to judge what others do, but we are commanded by God to be doers and carriers of his HOLY word. why must a preacher drink or smoke, notwithstanding of commiting adultery. Is he really called of God or of the world. what is his purpose in the ministry. If any preacher participate in any such conduct, he has to check himself and return back to God and ask for mercy. As for if he should preach or not, I have nothing important to say, but under whose office is he or she preachon. Is it the office of Drinkness or the office of the Holy Ghost. Judege for yourself.

thanks we have to stand on what is true no matter so that the world we see and honor our God
This is a very good question in view of they who say are PREACHERS of the Gospel in this present day. It amazes me as to how the world industries and corporations will hold a person accountable often immediately for immoral representations of the company, (it affects money growth). But people EXPECT the Church of The only True and Wise God through Christ Jesus to EXCUSE and OVERLOOK any immoral and unrighteous behavior. God has a STANDARD that His people who come unto the knowledge of Him through Christ Jesus to live by. 2 Cor. 5:17; "If any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new." Also in Romans 14:16; "Let not your good be evil spoken of." Read Romans 12:1-2. And in 2 Cor. 6:17; " Wherefore come out from among them, and be ye separate, saith the Lord, and touch not the unclean thing: and I will receive you." Yes, drinking and smoking does contribute to sin. It defiles the temple of the Holy Ghost, which is your body. I know this is a growing process, but we cannot continue in sin that the grace of God may abound in our lives. The Apostle Paul writes in Romans 6:14; "What shall we say then? Shall we continue in sin, that grace may abound? God forbid. How shall we, that are dead to sin, live any longer therein?" Yes, people will always have their own opinion or view concerning what is or not acceptable in Godliness. And there will be many that will not receive the truth because it infringes on the desires of their flesh. Remember, all did not receive the word, (Jesus) though He walked among them. It is the same today and will increase so. Man has gotten wiser in himself yet weaker in reliance on God, ( thinking he can outsmart and manipulate God's word to fit his own agenda for the flesh). But TRUE PEOPLE of the LIVING GOD, it is time that we recognize the behavior that is not pleasing or representative of our Holy God through Christ Jesus and repent. And stand that our lives shine to the Glory Of GOD that others see the power of His work in us to the saving of SOULS! We must live unlike the world that the bright light of God's word is revealed in us, so people do not see us as a dim light of biblical confusion and mixed-up because they can't see any difference in us than they of the world. Certainly, they who PREACH God's WORD must know that having received their calling to do so are no-longer, nor can act like one of the Boyz or Girlz anymore. Preachers who conduct themselves in like manner of the above question have certainly disqualified themselves for failure of practicing what they preach. Such are in a position to be proven of their calling by submitting to their leader and receive corrective guidance, deliverance, healing, and show faithfulness for a season as deemed by the Leader they are subject to (humility) and repent. You are held and accountable to a higher standard, (set-apart unto God). People are looking for MEN and WOMEN of GOD they can look to for a better and greater way of living in this world of hurt and confusion. We can't help them up if we are trying to be down like them in behaviors. I know I had and have people in God that I looked up to and they strengthened me to get up too. Some don't even realize how much their walk in God strengthened me. But any that I recognized were not walking so with God could not be a help to me. People are saying now, let's keep it real. Well, my response is let's keep it real in Jesus who gives us a new mind and brought us out of darkness into His marvelous light. (I'm nobody's Judge. I repented of sinful behaviors because my heart truly desires God through Christ Jesus.) God bless you all and please pray for me. Minister Willie E. Jinkins
In my point of view if you want to preach the Gospel than you need to be an example. If you you drink or smoke or commits adultery then he is not qualify to become the preacher. When you tell others to stop drinking or smoking or commit adultery but if the person its does the same things then no body will listen to him. First you have to stop all these things then only you can say others to stop.
