Second Chance Refuge Ministries, Inc., who was founded by Apostle Janice Caslin in 1991, is a non-profit organization that provides shelter for men who needs a place to live to adequately get off of drugs & alcohol. Second Change Refuge Ministries also provides a Halfway House for Parole & Probation Offenders that have no place to parole.
