Minister William E. Stout was born September 18, 1966 in Jamaica Queens, New York. He attended school at Cathedral and Dorchester High School. He has been a member of Born Again Evangelistic Outreach Ministry in Mattapan, MA for over 20 years; served as a Deacon 18 of those years and is currently serving as a minister under the pastoral leadership of Bishop Hessie L. Harris.

Minister Stout serves as a protestant Chaplin at South Bay House of Correction located in Boston, MA from 1994 to current. He is the founder and CEO of BROTHERS IN MINISTRY Inc. He was motivated to develop this ministry in March 1995 as a result of his own personal devotion and Christian walk. He had received encouragement and strength by sharing with others his experiences and how the Lord reconstructed his life. He wanted to develop a ministry to encompass other men and women with similar needs and passions
