HEB. 8:8b ".... I will establish a new covenant with the House of Israel and with the House of Judah'

Hebrews 8:8b
The days are coming, declares the Lord, when I will establish a New Covenant with the *House of Israel and with the House of Judah*.

According to the OT in Jer. 31 and the NT in Hebrews 8, the New Covenant was to be made with the House of Israel and with the House of Judah*.

The proponents of "replacement theology" have in their minds, deleted "Israel and Judah", from the "New Covenant" and inserted "The Church" as entity with which the "New Covenant" was made.

However since we are forbidden to tamper with scripture, we must not attempt to reinterpret this text to fit our preconceived ideas.

My question to the credentialed theologians, therefore is, when did our Creator make a "New Covenant" with the HOUSE of Israel and the HOUSE of Judah? What was the year/event that the House of Israel and the House of Judah, agreed to a New Covenant. Also, how do the gentiles fit into this covenant since no 'New Covenant' is made with them?
