How does God select His ministers

God selects his ministers while they are yet in their mother's womb.

He also selects the willing empty tablets who are faithful to him only, be they novices or seasoned willing vessels.

How does God select His ministers? The word select was not found in the Bible, as it refers to ministers, and callings but the word 'Calling' was. God created man in His own image, Gen. 1:27, 28.
Those who heed the 'call' function in their calling. Ministers are "called" by the will of God, the power of Holy Spirit.
And we see that Paul's call was by the 'will' of God.He says himself "To which I was 'appointed' (selected, designated) a preacher, an apostle, and a teacher..." II Tim. 1:11. Which was by Gods own authority. Abraham was also called, and functioned in his calling by his obedience, and faith!

All "Christians" have the mandate to minister the Gospel of Christ to others, and those "chosen" by continual use of their gifts, consecration, sanctification are not always those whom 'man' would approve; but are 'chosen' non the less, and function in their ministry. Academic excellence, articulate, high seats, offices, etc. are generally the approval of man.
God chooses whom He will.
It is man who places labels, and seem to do much of the 'selecting' leaving God out!
Scripture referring to the reply above;
"The Spirit of God has made me and the breath of the Almighty has given me life." John 33;4

"I will praise Thee; for I am fearfully, and wonderfully made; marvelous are thy works; and that my soul knoweth right well. My substance was not hid from Thee, when when I was made in secret, and curiously wrought in the lowest parts of the earth. Thine eyes did see my substance, yet being unperfect; and in Thy book all my members were written, which in continuance were fashioned, when as yet there was none of them" Ps. 139: 14-16.

Romans 11:29 Speaks of the gifts and calling of God being irrevocable. So except for repentance, consecration, sanctification, and a Holy Life, the calling of God is not according to the flesh so that none should glory.
But glory in God alone. 1 Cor.1:26.

Ephes.1:18 The eyes of your understanding being enlightened; that you may know what is the hope of His calling ...which is the Eternal plan... The Divine appointments within the Body of Christ are given by God for service for ministry.
Those who are called are given gifts to function in their calling. These gifts which are given by God to every believer according to Gods purpose. 1Cor. 12:18 It's up to each one to use, and develop those gifts.

But now hath God set the members every one of them, in the body, as it hath pleased Him.
God calls (selects) by Holy Spirit.
