What the Bible is talking about here isn't about any President.
I read my Bible out from that God is a spirit and talk to our spirits so for me doesn't God speak about men in their flesh but men in the spirit.

ROMANS 13: 1-2 CLARIFICATION
"Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves".
Romans 13:1-2
This verse above refers not only to the Religious, spiritual authorities but also to the civil ones: “… there is no authority except that which God has established…”; “…there is no power but of God”.
It is necessary for us to be subjected, not only for fear of being punished, but also by reason of conscience. This principle is wanted by God for the Law, justice, the wellbeing and the protection of each one.
The Christian obliges himself with the tender, with honesty, not for fear of the men, but by reason of conscience!
But it should be added that the civil authorities do not have the right to do anything wrong with this authority whose principle comes from God. When there is encroachment of the authorities on obedience due to God, resistance is essential until martyrdom…
“But Peter and John replied, "Judge for yourselves whether it is right in God's sight to obey you rather than God. For we cannot help speaking about what we have seen and heard."
Acts 4:19-20
Let us note that Jesus Himself respected the civil authorities…
We must remember that the authority which a man exerts is only delegated to Him by God. This one does not have the right to monopolize, to misuse the power received from God. A manager is not an owner. A servant is not a Lord. To use and manage does not mean to misuse or exploit for a selfish profit. To understand that enables us to be ready to exert the practice of the authority for many others… and the glory of God.
The authority of a Pastor, a Judge, a Policeman, a Minister or a President of the Republic comes from God. God established those authorities for a good order of the world. Those authorities are impersonal, neutral. The people who incarnate these authorities can be malicious or good but these authorities come from God and each one will have to give an account of his management later.
Ahab was a wicked man, but he was a King. People obeyed him as a King, not as a Man.
Remember: Saul was not a King according to God's will, but David didn't hate him though!
So, whoever is the President Obama, we must bless him and pray for him.
Indeed, a Christian must pay the taxes, make the good rather than the evil, and recognize that any authority comes from God.
This last recommendation could be seen as a self-justification of a despotic policy. But, understood correctly, it is used rather as a brake to abuses.
Indeed, the king or the President must realize that he is not the last authority and thus he cannot govern, control arbitrarily.
It was precisely the sense of the words which Jesus had addressed to Pontius Pilate when the Roman governor tried to impress Him by his capacity, his authority:
Jesus answered, "You would have no power over me if it were not given to you from above. Therefore the one who handed me over to you is guilty of a greater sin."
John 19:11
“You would have no power over me if it were not given to you from above…” Amen!
Thus, the Bible is not dualistic. God is not only the Lord of a small number of elected people, but also the Creator and the Master of all, even if His authority is often expressed through an apparent weakness and is still far from being recognized by all.

Worrying about the whole society, the Christians have the right, even the duty, to raise their voice when the requirements of justice are violated. They should not get involved in politics though.
They will not seek, however, to impose their views by methods which are opposite to the Gospel. And they must aim to carry a good testimony, knowing that they have to cross the same way which was that of Christ Himself:
« If you suffer, it should not be as a murderer or thief or any other kind of criminal, or even as a meddler. However, if you suffer as a Christian, do not be ashamed, but praise God that you bear that name”.
1 Peter 4:15-16
Please, let all that we do be done from motives of love (1Corinthians 16:14).
Concerning the election of the President Obama, I'd like to tell you this:
"Rejoice with those who rejoice; mourn with those who mourn."
