Should a member of the church executive board be required to tithe?

I had a discussion with someone who felt that if one of the requirements for being on the board was that they tithe it was like paying to be on the board and that was not right. My reply was that board dealt with the business and finances of the church and if they did not contribute financially to the church how could they expect to have input on how the church finances were distributed . This person replied" the Bible says to tithe only so what if I paid my tithes to another church you mean I can not be on the Board of this church?" (lol yeah I know).I told them that if you do not own stock (invest money) in Coca-Cola you could not be on their board of directors and you could not even be on the board of education in Dekalb County but live in Fulton County because you paying taxes in Fulton County not Dekalb County. You all would really be surprised who this person is. Please help me help them.
