I think that whomever the Lord has appointed this task. There are lay members that are trained to take over the role to do whatever the pastor or overseer etc. would do in the order of service.

I am a firm believer that Pastors are not the only ones who are qualified to baptize. There is certainly nowhere in scripture where that is apparent. That thought was given birth to by the BAPTISTIC culture perhaps. I actually believe that the ministry of baptism should be shared amongst the deacons and lay ministers. Not for the purpose of training only but as a means of sharing in the work of the ministry. In agreement with Min. Luckett, 2 of the greatest baptisms in scripture were performed by people other than pastors or Jesus for that fact.

thanks for input my brother, i attended a baptizim recently and i heard some CHURCH FOLKS complaining about a deacon in training and an assotiate minister in the pool while the pastor was outside the pool. so i butted in thier conversation saying that i didn't think there were any biblical instruction on who can perform the dipping in the water, i told them what was important that another soul turned their life over to CHRIST so we should be rejoicing. (i would love more input from somemore of you bible scholars STAY BLESSED
